On the basis of the commitments of the aggregation, a flexible governance structure is planned. This will be consolidated during the first semester of implantation of the CEI. However, two levels of partnership are defined beforehand:
- Level 1 or Core aggregation: whose function it is to define the strategic lines of the campus and he integral direction of the campus. This aggregation will be represented at a first level in the flowchart, that is to say, they
will be part of the highest management body and of the direction bodies.
- Level 2 or Attached partners. This consists of institutions that occasionally support an action within the campus programmes although they have no representation within the CEI governance bodies. The definition of the attached
partners will be specified within the first semester of implementation of the campus.
The campus will be organised on an immediate basis by means of a provisional structure in which the promoting patterns will be represented. The coordination team will function during the first semester, during which period different organisational options will be assessed so that it may consolidate in future into an organization with its own legal entity.
The address of the CEI is headed by a Director and a Coordinator, both from the university who leads the CIS “Intelligent Energy” (URJC). Government bodies plural URJC, in which all participating institutions that comprise it, are designed to establish lines of action, prioritize actions and provide the means to achieve the objectives as well as monitoring and control. These plural bodies are the Executive Committee and the International Advisory Board.
The Executive Committee consists of representatives of the two leading universities, after modification of the aggregation, and UAH – URJC, being chaired by a faculty member with management responsibilities of the coordinating university (URJC). The Executive Committee is the body in which they discuss and decide the actions and programs of the CEI, establishing appropriate priority criteria, monitoring and control of progress in each area. It is chaired by the Vice President of Innovation, Quality and Scientific Research Infrastructures URJC (Prof. José Antonio Melero), the remaining members: Vice Chancellor for Research and Transfer of UAH (Prof. Maria Luisa Marina), Deputy Director of IMDEA Energy (Manuel Romero) and Director of Renewable Energy CIEMAT (Enrique Soria).
Board of Internacional Advisors (BIA) is the advisory body of the CEI, their function being to advise the Executive Committee and the direction.
Finally, the Technical Office is the administrative and management body of the CEI, which provides technical support for it and is responsible for the daily management of the project in its different activities and Project Strengthening Program, related to the first. From the Technical Office coordination takes place with the managers of other institutions and coordination with companies and entities associated with CEI, maintaining constant contact with them. The Technical Office is physically located on the campus of Móstoles URJC (building of the Rectory, which is based on CINTTEC (http://cinttec.urjc.es/)).
